Ofcom and Royal Mail have now agreed the postal prices for postage stamps and franking machines for 2012. Franking Machine users will benefit from a massive saving of 19p on a standard 2nd class stamp and 14p on a standard 1st class stamp.

The Royal Mail have announced their changes to their 2012 VAT on postage and how this affects many customers and franking machine users:

Some services already became iable to Vat in 2012 and without a 'Smart' Franking machine meter customers were no longer able to pay for these servicves via a franking machine.

Further Information

Many business customers can reclaim VAT. If your business is registered for VAT, and sells taxable goods or services, then as a general rule, you will be able to recover the VAT in the normal way on your VAT return. If you use a franking machine for any of the above services then it will need to be fitted with a SMART meter which enables data to be transferred back to the Royal Mail on the type of services used. This in turn automatically generates a VAT statement and allows you to claim the VAT back from HMRC and more importantly allows you to be able to continue using the service.

Some manufacturers have notified some of their customers that their franking machine will either be no longer supported or will no longer be able to be recredited.

Unfortunately if a manufacturer withdraws the postage top up /recrediting facility on a particular franking machine it's unable to be recredited via an alternative company or server.

Many confused and disgruntled customers have contacted us to see if we can help. Whilst we are unable to assist with your old equipment we can certainly help by offering far more cost effective options without 'Made Up' trade in discounts or over priced so called 'Special Offers'.

Beware of the Proposed Replacement Franking Machine Specification:

Many customers have also commented that their existing suppliers are offering special deals on new replacement equipment. Customers are being offered cheap entry level franking machines at a supposed discounted price but what they receive isn't a like for like machine. Most of the machines that are being taken out of service are old mechanical 'Pass Through' franker's that are very quick to frank and very cheap to run. Modern entry level franker's can take up to 3 times longer to print a frank and are manually inserted and manually removed which for many customers using the old style mechanical 'Fast Pass' through machines find it very frustrating.

The Royal Mail have announced new postage pricing effective from Monday 4th April 2011.

The main changes are as follows:

A standard letter weighing less than 100g will be priced at 46p 1st class and 36p 2nd class. A franked letter weighing less than 100g will only cost 39p 1st Class and 28p 2nd class.

2011 Royal Mail Postage Pricing

Good news again for Postal Franking Machine Users.

The Royal Mail have announced the 2011 postage pricing and its good news again for franking machines.

From 4th April 2011 a franked 2nd class letter under 100g will cost 8p less than a 2nd class stamp,this represents a saving of 23%. a 1st class frank will cost 39p versus a stamp which will cost 46p. A 1st class large letter under 100g will offer a 20p saving costing 55p versus a stamp at 75p which represents a massive saving of nearly 27%.

Royal Mail 2011 Postage Prices

Royal Mail has announced its annual stamp price rises which will take effect from 4 April 2011. Following these increases, UK stamp prices for standard letters weighing up to 100g will continue to be amongst the lowest in Europe.

The announcement follows Postcomm’s decisions, published on 8 November, when the regulator said Royal Mail could increase the price of stamped mail services by 10% on average and individual stamped mail services by up to 13%. The overall increase to stamped mail prices will add around 7p to the average UK household’s weekly spend of around 60p on postage.

The good news is for franking machine users where the discount for franked mail is increasing to nearly 30% when compared to postage stamps or smart stamp.

The main price increases are:
The price of First and Second class stamps for standard items weighing up to 100g will rise by 5p to 46p and 4p to 36p respectively.
The cost of a Large Letter stamp will rise by 9p to 75p for First Class items and 7p to 58p for Second Class mail.
An increase in prices for franked mail by 3p to 39p for standard First Class items and by 3p to 28p for Second Class Mail. This is the first increase for two years on franked mail following a price freeze last year.

Information on VAT and postal services for Franking Machine Users

The Government recently announced that standard rate VAT will start to apply to some postal services from 31st January 2011.

Most Royal Mail customers will be unaffected by this change, since most services will stay exempt from VAT. Like First and Second Class stamped and franked mail and standard parcels. Meaning there’ll be no VAT to pay when you buy stamps.
All the products that are going to attract VAT from 31st January, together with related pricing information, are listed in the Royal Mail's new products and pricing document.

Prices
Please note that the Royal Mail are not increasing the basic price of any of the Royal Mail services on 31st January 2011. All the Royal Mail is doing is starting to apply VAT to those prices, as mandated by government.

Further advice
Most businesses are able to recover VAT in full, making these changes even less significant, but the Royal Mail do recognise that a few cannot. For professional advice talk to your Finance department, Accountant or Tax Advisor.

International contract mail
International contract services to EU countries are going to start attracting VAT from 31st January 2011. But you won’t find the individual names of all these services listed on this page. That’s because the Royal Mail's’re currently improving and simplifying the Royal Mail's international contract range. More details to come in December.

Franked mail
If you’ve got a standard franking machine, you won’t be able to use it to buy any of the products affected by the introduction of VAT from 31st January 2011. If you have a "smart" meter which can handle VAT, you’ll be fine. Speak to Mailcoms on 08450 530930 or your supplier to find out more.

Online postage

The Government has announced that VAT at the standard rate will apply to certain postal services from 31st January 2011.

The majority of Royal Mail’s customers will not be affected by this change. Most services will remain exempt from VAT. In particular, First and Second Class stamped and franked mail and standard parcels. You won’t pay VAT when you buy stamps.

The Royal Mail are not increasing the prices of any UK services on 31st January 2011; they are only applying VAT to existing prices for the services affected.

A mobile refilling system is also being tested to offer instant cost effective refilling on-site.

Vat On Postage - Franking Machines

Don't be fooled by franking machine manufacturers or their sales people into believing you actually need a VAT compliant franking machine for the 2011 VAT changes.

Yes its true that the Royal Mail have had VAT imposed on some of their products & Services but not on the majority of services you would access using a franking machine. In fact after analyzing their announcement on the Royal Mail website two of the services that you may occasionally use are the 'before 9am' special delivery service (the next day standard special delivery service is still zero rated and remains vat exempt) and the 'International Airsure' service which is basically special delivery but overseas (Non EU countries remain Vat Exempt).

If you do not use these services or any other services where VAT is applied then you will not be affected at all!!

Don't listen to the sales people or the franking machine manufacturers who would be more than happy to cloud the issue.

Matrix F Series
Modern technology has allowed franking machine manufacturers to protect high revenue streams by introducing microchips to their ink cartridges. These microchips are often programmed to time out after a certain time period or a certain number of impressions. Franking machines often then either time out or stop working alerting that the ink has expired.

Although with the Matrix F series it's not so much the refilling but the microchip that's proved to be challenging. The Matrix F series ink cartridge is quite simply two HP45 ink cartridge filled with non fluorescent red ink and a Microchip affixed to one of them.

The Matrix F series uses a short range 'contactless' memory chip with 4096 bit EEPROM. This is basically a microchip with an antenna to send and receive data to and from the franking machine to tell it when stop working and to show the message that the ink is either out of date or has ran out even though much of the ink still remains.

Customers have been asking us to offer a refill service and we are pleased to confirm we are very close to it. Although the microchip used for this cartridge has an 'Anti Clone' function embedded into it we have been developing our own identical program for this chip that performs the same function and therefore allowing us to refill and reset your ink cartridge. The ink we will use is recycled original UK franking machine ink extracted from similar HP45 style UK franking ink cartridges. This ensures the ink cartridge will print and perform as good as it would as if it were new. Again, keep your empties!!

Franking Machines are not like your typical piece of office machinery. To be able to re-use them you need to register the machine to be able to recreditit/top up the machine. In addition you'll need a Royal Mail license to use it. This whole reconnecting/re licensing process can cost a substantial amount of money and usually much more that you'll probably pay for the machine.

One recent problem is that franking machines are being listed on ebay despite being a 'prohibited item'. Most of these franking machines are either leased or rented from the manufacturer and when a machine is not returned to the manufacturer at the end of a rental or lease its listed as lost or stolen and will not be able to be relicensed.

If you get offered a second hand franker always check the meter / serial number with the manufacturer. This is the number that starts with letters followed by a sequence of numbers such as N12346567 or PB1234567.
